California's legislature passed what may be the world's most stringent recycling ingredients bill for plastic bottles, more stringent than the European Union. The bill requires that plastic bottles sold in the state must contain 50% recycled plastic by 2030.

However, in order to pass the new law, which calls for a 10% increase in recycled ingredients in plastic bottles by 2021 and 25% by 2025, legislators have also enacted provisions called potentially important "exports" to help companies seek exemptions that can mitigate the impact of the bill.

On September 14, 2019, the last day of a meeting in Sacramento, the United States, legislators passed the bill by a large margin. This has been helped by recent changes that have softened the attitudes of organizations such as the American Beverage Association (ABA). ABA members include soft drink giants Coca-Cola and Pepsi-Cola.

The bill must be signed into law by Governor Gavin Newsom by October 13, and some observers say it is highly likely to succeed.

Verdeco Recycling Inc. is a California-based recycling PET manufacturer and a member of the Alliance of Local Plastic Recycling Companies that pushed the bill. Alex Delnik, president of the company, said this could be a major step forward because it requires higher levels of recycled ingredients than anywhere else in the world.

But it remains to be seen whether the California government will strictly grant exemptions for real force majeure through the CalRecycle agency or whether they will be easily granted.

"I'm a little disappointed that the sponsors need to make some concessions in order to get the bill passed." "The biggest unknown is how the exemption process will work," Delnik said.

Earlier versions of the bill mandated 75% recycling in plastic bottles, but the proportion declined as beverage companies and bottle makers complained that the figure was unrealistic.

A spokesman for the Beverage Association confirmed that the organization had settled the objection, "because the amendment of the bill makes the goal we have been pursuing feasible".

"We firmly believe that businesses and governments should work together to find effective ways to increase recycling and processing in California's unique market." ABA spokesman William Dermody said, "We thank the bill's sponsors for working with beverage companies and recycling advocates to establish a comprehensive recycling, recycling and reuse system for PET in California."

Phil Ting, a San Francisco MP, wrote on Twitter on September 14 that if the bill were signed into law, it would probably be the highest recycling bill in the world.

"California took the lead in putting forward a landmark proposal to address our plastic waste crisis." Ting wrote, "My # AB792 Act is the first national law to force all plastic bottles to contain 50% recycled materials by 2030, which is the highest standard in the world and even surpasses the European Union."

In May 2019, the European Commission passed a resolution requiring 25% recycled PET bottles by 2025 and 30% by 2030.
